We are seeking input from stakeholders to help revise EU rules on eInvoicing in public procurement.
This call for evidence will explore ways to improve the harmonisation and interoperability of eInvoicing, streamline processes, and reduce administrative burdens for businesses operating across borders.
Since its adoption in 2014, the eInvoicing Directive has significantly supported the functioning of the single market. However, an evaluation has identified barriers to uptake and interoperability, limiting the Directive’s full potential. With the adoption of the VAT in the Digital Age (ViDA) legislative package, eInvoicing will become mandatory for B2B cross-border transactions by 2030.
The upcoming revision of the eInvoicing Directive aims to ensure a future-proof and fully interoperable eInvoicing framework that better supports both public administrations and businesses.
We welcome contributions from all interested stakeholders, including businesses of all sizes (especially SMEs), public authorities, civil society, and eInvoicing service and solution providers.
The consultation process includes a 4-week call for evidence, which is now open for contributions, followed by a 12-week public consultation. Both consultation phases will be available in all 24 official EU languages. The deadline to respond is 17 December 2025.
