SCALE project publishes new EU guidelines to support smart and bidirectional EV charging

The SCALE project has published technical guidelines to help standardise smart and bidirectional charging infrastructure across Europe. The recommendations support EU climate goals by making electric mobility more flexible, user-friendly and energy-efficient.

The Smart Charging Alignment for Europe (SCALE) project is a three-year initiative (2022-2025) co-funded by the Horizon Europe Programme. Its goal is to accelerate the development of intelligent charging infrastructure and support the widespread adoption of electric vehicles (EVs) across Europe. By tackling technical, economic, organisational and policy-related barriers, SCALE aims to unlock the full potential of Vehicle-to-Everything (V2X) solutions and help build a flexible, resilient energy ecosystem. 

SCALE brings together a broad consortium of cities, academic institutions, EV innovators and infrastructure providers. On of its key outcomes is the creation of a robust set of technical requirements to standardise the procurement and operation of smart and bidirectional charging infrastructure across Europe. 

These guidelines translate key European regulations – including the Alternative Fuels Infrastructure Regulation (AFIR), the Energy Performance of Buildings Directive (EPBD), and the Renewable Energy Directive III (RED III) – into practical, actionable terms. They set a clear framework for new charge points to support smart-controllable capabilities and are grounded in current technology and existing standards.

Developed through real-world testing, public tenders and broad consultation with stakeholders – from grid operators to municipalities – the guidelines reflect a shared European vision for the future of e-mobility. They will now be submitted to the EU Smart Energy Expert Group to assist in future legislative developments. 

By promoting smart, seamless and bidirectional charging, SCALE supports a more adaptable energy system and a fairer transition to electric mobility across the continent.
