Commission launches public consultation on making products easier to repair

image

Today, the European Commission launched an open public consultation and a call for evidence to help prepare future EU ecodesign requirements that make products easier to repair.

The initiative aims to make a wide range of products on the EU market easier to repair, to extend product lifetimes, reduce waste and support the transition to a more circular economy. For citizens, this can mean longer-lasting products, lower repair costs, and more choice when fixing everyday items.

The consultation and evidence-gathering exercise is open until 9 February 2027. Feedback will inform the impact assessment work for a possible delegated act under the Ecodesign for Sustainable Products Regulation (ESPR), currently planned for adoption in 2027.

What does the consultation cover?

The consultation invites feedback on current repairability challenges faced by consumers and repairers, as well as on possible measures to improve repairability, including:

  • Access to spare parts
  • Availability of repair and maintenance information
  • Software and firmware requirements
  • Easier disassembly and reassembly
  • Repairability scores or information at the point of sale

Which products are concerned?

This initiative focuses on product families for which repairability can play a key role in extending product lifetimes. Based on preliminary results of the preparatory study, examples of products expected to be covered by horizontal repairability requirements, subject to confirmation in the impact assessment, include:

  • Consumer electronics, such as certain audio and video equipment, wearables and peripherals
  • Light means of transport, such as certain e-bicycles, self-balancing devices and some e-scooters
  • Small household appliances, such as kitchen appliances, personal care devices and other small electric appliances

Some products already covered by product-specific rules, voluntary agreements or other specific regulatory frameworks are expected to remain outside the scope of this measure to avoid overlapping with existing legislation.

Who can take part?

The consultation is open to everyone, and is initially available in English, with translations into all EU official languages to follow shortly. Contributions may be submitted in any official EU language.

The Commission invites citizens, businesses, public authorities, repair professionals, consumer organisations, environmental stakeholders and all other interested parties to share their views by 9 February 2027 (midnight Brussels time).

Background

The Ecodesign for Sustainable Products Regulation (ESPR) entered into force on 18 July 2024. It establishes a framework for setting ecodesign requirements for specific product groups to improve their sustainability and circularity.

By extending the scope of ecodesign rules beyond energy-related products, the ESPR supports the transition towards more sustainable production and consumption patterns and contributes to the functioning of the single market.
