National Building Renovation Plans: Commission’s first assessment reflects strong national commitment to make buildings more energy efficient and renewables-powered

The Commission’s first assessment of the complete draft National Building Renovation Plans (NBRPs) shows strong commitment by EU countries to make buildings more energy efficient and decarbonised. This, in turn, lowers energy bills and makes buildings more liveable, particularly during harsh winter conditions or heatwaves. Buildings account for more than 30% of all energy used in Europe and 50% of natural gas consumed. By reducing their energy needs and integrating more renewables, the EU becomes less dependent on costly imports of polluting fossil fuels and strengthens its energy security.

Submitted by 15 EU countries as well as the Walloon Region of Belgium between December 2025 and May 2026, the draft plans project primary energy consumption to fall by 24-73% by 2050, compared to current levels. They also show a strong commitment to reduce greenhouse gas emissions, with around half of the draft plans targeting reduction above 90% by 2050. Many plans aim for renewables to cover 40% to 90% of buildings’ energy consumption by 2030.

In its assessment, the Commission looked at the level of ambition of national targets, policies and measures planned, the adequacy of funding as well as the inclusiveness of public consultation. The Commission’s assessment supports EU countries in refining their plans and submitting a final version by 31 December 2026. By creating predictable renovation pipelines and clear long-term trajectories, these plans will underpin the full implementation of the Energy Performance of Buildings Directive (EPBD).
