Strengthening Uptake and Exploitation of Horizon Europe “Civil Security” Research and Innovation: Tips for Proposers

A number of crucial European security technologies and systems, from the technology underlying the future EU Critical Communication System to border management or police investigative tools, exist today thanks to the EU research and innovation programme. However, there are also many more solutions and technologies which did not make it from research to deployment despite their potential, due, among other things, to incomplete “investment journeys” from research to deployment, in which end-users and other uptake actors have a crucial role to play.

This document provides practical guidance to help Horizon Europe Cluster-3 applicants strengthen the exploitation and uptake of project results from the earliest stages of project design through implementation and beyond the end of the project. By highlighting common issues and suggesting concrete actions at the proposal stage, project start and during implementation, the document aims to support applicants in building stronger consortia, planning credible routes to uptake, and increasing the likelihood that project results will be put into use and deliver operational and societal benefits.
