Production in construction stable in the euro area and down by 0.3% in the EU

Overview

In July 2026, compared with June 2026, seasonally adjusted production in construction remained stable in the euro area and decreased by 0.3% in the EU, according to first estimates from Eurostat, the statistical office of the European Union. In June 2026, production in construction fell by 1.5% in the euro area and by 1.3% in the EU.

In July 2026, compared with July 2025, production in construction decreased by 2.0% in the euro area and by 1.8% in the EU.

remained stable for construction of buildings,
increased by 0.6% for civil engineering,
decreased by 0.1% for specialised construction activities.

In the EU, production in construction

decreased by 0.4% for construction of buildings,
decreased by 0.9% for civil engineering,
decreased by 0.2% for specialised construction activities.

Among Member States for which data are available, the largest monthly decreases in production in construction were recorded in Hungary (-4.7%), Poland and Sweden (both -3.8%) and Austria (-2.2%).The highest increases were observed in Belgium (+2.8%), Czechia (+2.1%) and Slovakia (+1.9%).

In the euro area in July 2026, compared with July 2025, production in construction

decreased by 6.4% for construction of buildings,
increased by 0.6% for civil engineering,
decreased by 1.6% for specialised construction activities.

In the EU, production in construction

decreased by 5.6% for construction of buildings,
decreased by 0.4% for civil engineering,
decreased by 1.5% for specialised construction activities.

Among Member States for which data are available, the largest annual decreases in production in construction were recorded in Hungary (-12.2%), Spain (-9.7%) and France (-5.0%). The highest increases were observed in Finland (+12.8%), Slovenia (+11.6%) and Bulgaria (+4.8%).

Revisions and timetable

Compared with the data issued in the News Release of 20 August 2026, the monthly percentage change for June 2026 has been revised from -1.3% to -1.5% in the euro area and from -1.0% to -1.3% in the EU. The annual percentage change has been revised from -0.7% to -1.4% in the euro area and from +0.2% to -0.5% in the EU.

Methods and definitions

The index of production in construction approximates the evolution of the volume of production within the sector, broken down into construction of buildings, civil engineering and specialised construction activities according to NACE Rev. 2 activity classification.

Seasonally adjusted euro area and EU series are calculated by aggregating the seasonally adjusted national data. Eurostat carries out the seasonal adjustment of the data for those countries that do not adjust their data for seasonal effects.

The monthly index as presented in this News Release is calculated only on the basis of the data of those countries reporting monthly data. Missing observations from Member States for recent months are estimated for the calculation of the euro area and the EU aggregates.

Euro area (EA21) includes Belgium, Bulgaria, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Austria, Portugal, Slovenia, Slovakia and Finland.

The European Union (EU27) includes Belgium, Bulgaria, Czechia, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, the Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland and Sweden.

Estonia, Greece, Croatia, Cyprus, Latvia, Lithuania, Luxembourg and Malta are not required to supply monthly data within 1 month and 15 days after the end of the reference month under Regulation (EU) 2019/2152.
