Jordan strengthens national crisis preparedness with large-scale exercise “Darb Al Amman 5”

The large-scale simulation tested Jordan’s coordinated response to a combination of terrorist attacks and natural disasters. 

The exercise mobilised the country’s security and civil protection forces across three levels of command: 

  • Strategic: Senior officials making high-level policy decisions
  • Operational: Field commanders managing coordination and resources
  • Tactical: Front-line responders executing direct action on the ground 

A key moment took place on 5 November, when the EU Ambassador to Jordan attended the exercise during the implementation of a terrorist attack scenario, highlighting the strong EU–Jordan partnership in counter-terrorism cooperation. 

Through the EU-funded CT JUST project, an independent evaluation team was deployed to assess the exercise’s effectiveness, focusing on: 

  • Inter-agency communication and coordination
  • Intelligence-sharing mechanisms
  • Preparation and conduct of the operation 

The multi-hazard scenario tested realistic and simultaneous challenges, including a major terrorist attack, natural disaster impacts, and cascading effects across sectors. 

Now in its fifth year, Darb Al Amman demonstrates Jordan’s continued commitment to strengthening national preparedness and response capacities. 

The EU’s support through CT JUST reinforces its commitment to Jordan’s security sector development, fostering international best practice exchange, capacity building and greater resilience to complex crises.
