The European Maritime Single Window environment Regulation (EMSWe Regulation) is built on the existing network of maritime national single windows (MNSWs) and lays down a common, interoperable environment for ships to report information to shore during a port call. One of the reporting obligations is the customs goods manifest provided to customs authorities as a proof for the Union status of the goods.
The gradual implementation of Maritime National Single Windows (MNSW) systems, defining a deployment window of 18 months, has influence on efficient submission and verification of data related to goods movements transported by sea.
Consequently, there will be no electronic link between the maritime systems (MNSW) and the customs systems (PoUS system) that could provide for an automatic validation of customs status of goods transported on vessels that left the territorial waters of the EU before arriving back to the EU port. This link was supposed to be implemented by national maritime and customs authorities on 15 of August 2025.
Therefore, operators involved in maritime transportation of goods are invited to consult their national authorities on the solution that is in place after 15 of August 2025.
