image

In August, the European Commission published a new version of the EU Customs Data Model (EUCDM), version 7.0.11. The EUCDM standardises and harmonises customs data requirements across EU trans-European customs systems, such as the New Computerised Transit System (NCTS), Automated Export System (AES), Import Control System (ICS), Customs Decisions System (CDS), and Economic Operators System (EOS), as well as national customs clearance systems in the EU, ensuring consistent and efficient customs operations.

What’s new in version 7.0.11:

  • Legal update: The release incorporates the amended provisions on the temporary customs duty for distance sales of imported goods in consignments not exceeding €150 in intrinsic value, per Commission Delegated Regulation (EU) 2026/1022 (30 April 2026) and Commission Implementing Regulation (EU) 2026/1200 (5 June 2026).
  • Usability improvements: Minor corrections and clearer presentation of data requirements.
  • Minor content corrections: Some misalignments to the published legal texts were corrected.

What’s included in EUCDM:

  • World Customs Organisation (WCO) Data Model (DM) alignment: Union Customs Code Delegated Act/Implementing Act Annex B data requirements are mapped to WCO Data Model version 4.1. Annex D remains aligned with WCO DM version 3.8.1, unchanged since EUCDM version 5.2).
  • Multilingual sections: The content of annexes A, B and 12-01 of the UCC Delegated Act / Implementing Act is available in English, French, and German.
  • Experimental functionality: An experimental mapping of selected Information Exchange messages to legal data elements, and a simulation date function showing upcoming changes to Annex B legal data requirements.
  • Downloadable content: Annex A, B, and 12-01 datasets and code lists are available in structured XML format

Scope covered: datasets for applications/decisions (Annex A), declarations/notifications/proof of customs status (Annex B), Economic Operator Registration and Identification (Annex 12-01), surveillance (Annex 21-01/02/03), the EEZ dataset, and Annexes C and D of the UCC DA/IA.
