EU extends the suspension of the EU rebalancing measures against the United States

The decision means that the rebalancing measures, adopted last summer in the context of the risk of very high US tariffs on EU exports, will remain suspended without an end-date. 

The EU’s decision to suspend its rebalancing measures marks another important step in favour of greater certainty and stability in transatlantic trade, and the determination of the EU to implement what is set out to in the EU–US Joint Statement of 21 August 2025. The EU expects the United States to fully honour its commitments as well under that Joint Statement.

In line with the provisions of the Implementing Regulation, the Commission will keep the suspension of the rebalancing measures under continuous review. In case it becomes necessary to defend the EU’s interest, the Commission may at any time take further action, including by reactivating these rebalancing measures. 

Background

The EU rebalancing measures were adopted on 24 July 2025, via Commission Implementing Regulation 2025/1564, in response to the US threats of very high US tariffs, and in case no negotiated solution could be achieved. The package of measures covered €93 billion of EU imports from the US and imposed an export restriction for €95 million of EU exports to the US. 

Following the successful meeting between European Commission President Ursula Von Der Leyen and US President Donald Trump in Turnberry on 27 July 2025 and the announcement of a political arrangement which avoided very high US tariff increases, the EU suspended the application of the package. 

The adopted Commission Implementing Regulation will ensure the seamless continuation of the suspension adopted earlier this year via Commission Implementing Regulation 2026/295, which was set to expire on 6 August 2026.
