EU and Norway step up support for Ukraine’s recovery amidst Russia’s war of aggression

Today, the European Commission welcomed an additional €90 million contribution from Norway to the Ukraine Facility.

The new funding will support Ukraine’s financial stability and reform efforts, including in the areas of anti-corruption and energy. These efforts will advance the country’s path towards EU membership, as it continues to defend itself against Russia’s war of aggression.

Commissioner for Enlargement Marta Kos said: “The EU and Norway share the same approach in supporting Ukraine. We want to help Ukraine defend itself against Russian aggression today, while supporting the reforms that will make Ukraine stronger and bring it closer to EU membership.”

Reinforcing European solidarity with Ukraine

In Oslo, Commissioner for Enlargement Marta Kos and Norwegian Foreign Minister Espen Barth Eide jointly committed to this new step in EU-Norway cooperation. Norway’s decision to contribute to the Ukraine Facility is a strong sign of trust in our common European approach. 

Following financial contributions to the Ukraine Facility from Denmark, Finland and Sweden, Norway becomes the first non-EU country to contribute to the Facility.

In 2025, Norway already joined the Ukraine Investment Framework (UIF), Pillar II of the Facility, as an observer and contributor, having committed so far €172 million to support Naftogaz, Ukraine’s state-owned energy company. The UIF’s efforts have been crucial in securing essential gas imports and storage for millions of Ukrainian households, hospitals, schools and public institutions ahead of last winter, amid continuing Russian attacks. 

This partnership matters beyond Ukraine. As the international landscape is increasingly shaped by competing centres of power, strong partnerships with countries that share our values and strategic interests are more important than ever.
