
The European Commission has launched a 4-week call for applications for membership of the newly established Energy Transition Investment Council (ETIC) expert group and its National Promotional Banks and Institution (NPBI) and International Financial Institution (IFI) Coordination sub-group.
As outlined in the Clean Energy Investment Strategy (CEIS) from March 2026, the ETIC will provide strategic feedback to help ensure that EU policies and funding instruments align with investor needs and support long-term private investment in the energy sector. Building on the experience of the 2022-2026 Investors Dialogue on Energy, it will bring together representatives from investment and financial institutions, energy sector organisations and high-level EU officials.
Commissioner for Energy and Housing, Dan Jørgensen said:
‘Europe faces a historic investment challenge to deliver the clean energy transition. Public funding can catalyse, but mobilising private capital is essential. This new body will bring different types of actors together to unlock investment, accelerate the transition and turn ambition into action.’
The ETIC will consist of up to 30 members from organisations with substantial expertise in EU energy investment and financing, including representatives from
- private capital, including institutional investors, infrastructure managers, private equity, venture capital and asset management firms
- commercial debt and finance, including commercial banks, investment banks and financial sector associations
- public de-risking partners, including National Promotional Banks and Institutions and International Financial Institutions
- energy industry associations, including organisations representing utilities, grids, independent power producers and clean-tech manufacturers
- directly invited members: the European Investment Bank Group (consisting of the EIB and the European Investment Fund (EIF)), the European Bank for Reconstruction and Development (EBRD) and the European Union Agency for the Cooperation of Energy Regulators (ACER)
The Commission has also established the NPBI and IFI Coordination sub-group, which will report directly to the ETIC. The sub-group will coordinate among public financial institutions, and promote best practices, to help streamline and maximise capital flows into clean energy projects.
Applications for membership of both bodies are open until 4 November 2026, in accordance with the conditions set out in the call for applications.
