Cross-border gas network code – Commission launches call for feedback on revision of rules

The European Commission has published a draft implementing regulation on the rules governing how cross-border gas transmission capacity is allocated and launched a 4-week call for feedback on the document. The draft is seeking to revise Regulation (EU) 2017/459 establishing a network code on capacity allocation mechanisms in gas transmission systems – known as the “CAM network code”. The code sets out how adjacent transmission system operators cooperate to facilitate capacity sales, for both existing and incremental capacity.

Last amended in 2017, the code needs to be updated to address a number of technical, physical and legislative issues that have changed in recent years, and thereby further improve the functioning of the pan-EU gas market. For example, the regulation needs to be aligned with the 2024 Hydrogen and Decarbonised Gas Market Package. Having seen significant changes to gas supplies since 2022, it is also important that the network code stays fit for the evolving needs of European gas markets.

Interested stakeholders, citizens and organisations are invited to submit feedback on the draft text by 10 November 2026. This input will be taken into account by the Commission before the text is put to a vote in the relevant comitology committee – with formal adoption coming next year.
