The Commission launches a repository for transparency information on online political ads

As announced in the Regulation on Political Advertising, which entered into full application one year ago on 10 October 2025, the Repository will support transparency and accountability in online political advertising. Once fully operational, the Repository will enable publishers to comply with the transparency requirements set down by the Regulation. It will also facilitate the work of interested entities such as researchers or journalists in scrutinising the political advertising landscape.

The Repository will store transparency notices relating to political advertisements. These notices provide information on who is behind an advertisement, including the sponsor, controlling entity and paying entity, as well as the amounts spent on the advertisement and the wider campaign of which it forms part. It will also include information on the source and origin of funding, including if it is public or private and if it originates from inside or outside the Union, the dissemination period, and the use of targeting or ad-delivery techniques based on personal data, including meaningful information on the use of AI systems for targeting or ad-delivery.

The Regulation established the Repository as the platform where political advertising publishers make online political advertisements and related transparency notices available for public scrutiny, research and oversight. Therefore, it will allow users to identify advertisements, access permanent URLs where available, and consult the information contained in transparency notices.

Next steps

The pilot version of the European Repository is available for voluntary use from 12 October 2026. The date of the official deployment of the Repository will be announced on the website sufficiently in advance to allow publishers to undertake preparations and familiarise themselves with the new standards. The obligations relating to the European Repository will only become applicable as of the date of its official deployment.

As regards the application of the Regulation on Political Advertising, the Network of national contact points serves as a platform for regular exchange of information, best practices and structured cooperation between competent Member State authorities and the Commission on all aspects of the Regulation.

Moreover, an Expert group of providers of political advertising services has been established by the Commission to monitor and collect practical feedback on the application of the Regulation. The Expert group has been closely involved in the development of the pilot version of the Repository.

An Implementation Dialogue on the application of the Political Advertising Regulation will be hosted by Commissioner Michael McGrath on 4 November in Brussels. The dialogue allows stakeholders to exchange views with the Commissioner, share initial experiences with the application of the Regulation, and explore measures to support, facilitate and improve its application.
