The Commission has opened a call for applications for cross-border energy infrastructure projects seeking to obtain Project of Common Interest (PCI) or Project of Mutual Interest (PMI) status under the TEN-E Regulation. This call relates to projects in the electricity, smart electricity grids and smart gas grids categories and projects falling under Article 24 of TEN-E Regulation.
The call will remain open from 14 September until 13 November 2026 (midnight) for electricity projects and until 4 December 2026 (midnight) for the other categories.
How to apply?
Promoters of projects interested in becoming PCIs or PMIs are invited to apply via the channels mentioned below:
- For electricity projects (transmission and storage):

Next steps after project submission
Projects will be screened against the eligibility criteria and assessed under the rules set out in the TEN-E Regulation. Those meeting all requirements will then be evaluated and ranked by the TEN-E Regional Groups and may be proposed for inclusion in the 3rd Union list of Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs).
The delegated act containing the Union list of Projects of Common and Mutual Interest will be adopted by the Commission by the end of 2027 and enter into force in early 2028, subject to scrutiny by the European Parliament and Council.
