Unlock Your Power: New EU campaign to help citizens better understand and use their energy rights

On 11 June the European Commission launched ‘Unlock Your Power! Your energy. Your rights. Your choice.‘ – a new awareness-raising campaign designed to improve citizens’ understanding of their energy consumer rights. 

Through this campaign the Commission aims to inform, empower and engage citizens by raising awareness of existing rights and opportunities granted to them through EU legislation, and how they may use these rights. It focuses on practical, everyday situations that many households encounter, such as understanding energy bills, making informed choices about energy consumption, knowing where to look for support and protection mechanisms and participating in energy communities.

While recognising the affordability challenges faced by many Europeans, and existing differences in implementation of energy rights across EU countries, the campaign adopts a practical and solutions-oriented approach, highlighting tools, information and support available to help citizens navigate the energy transition with confidence.

The pilot campaign is being implemented in Czechia, Greece and Spain, with content and resources also available in English for audiences across the European Union. Through videos, social media content, influencer collaboration, presentation of success stories and other resources, citizens will be able to learn more about their rights and discover examples of how others are already benefiting from them in practice.

Background

The campaign builds on the European Commission’s efforts to strengthen citizens’ role in the energy transition and increase awareness of rights established under EU energy legislation. It supports the implementation of the Citizens Energy Package, an initiative presented by the Commission in March 2026, which seeks to place citizens at the centre of the energy transition. The package includes measures to strengthen consumer rights and protections, improve access to information and tools, support active participation in energy markets and energy communities, and ensure that the benefits of the clean energy transition are accessible to all Europeans.

Recent Eurobarometer findings underline the need for greater awareness of energy consumer rights. Only around one third of Europeans report fully understanding their energy bill, while 34% would like bills to be clearer and easier to understand. At the same time, 38% consider stronger protection for vulnerable consumers a priority. The campaign therefore aims to make citizens’ rights and opportunities more visible, accessible and actionable through practical information and real-life examples. Campaign materials include
