New report shows strong progress in sustainable aviation fuel (SAF) availability across the EU

The European Union Aviation Safety Agency (EASA) today published the annual report on the implementation of the ReFuelEU Aviation Regulation. The report provides a comprehensive overview of the availability and supply of sustainable aviation fuel (SAF) across the EU in 2025, which marks the first year of compliance with the ReFuelEU Aviation mandates.

SAF is a sustainable alternative to fossil-based jet fuel, reducing greenhouse gas emissions from aviation. SAF includes synthetic aviation fuels, advanced and other aviation biofuels, as well as recycled carbon aviation fuels.

According to the findings, the supply of SAF in the European Union significantly exceeded the ReFuelEU Aviation mandatory 2025 target of a minimum 2% SAF share. Aviation fuel suppliers reported supplying 39.3 million tonnes of aviation fuel at Union airports in 2025, of which SAF accounted for 1.1 million tonnes (2.8%). The SAF supply in the EU increased almost six fold – from 193,000 tonnes in 2024 to 1.1 million tonnes in 2025. 84% of all SAF supplied in the EU was produced within the EU. SAF was supplied at 121 Union airports across all 27 EU Member States, showing a significant increase compared to 2024, when 33 airports received SAF.

Furthermore, the number of Member States with operational or announced SAF production facilities increased to 18 in 2025. These positive trends confirm that the EU production capacity is projected to remain on track to meet the overall mandatory SAF blending target of 6% in 2030.

Synthetic aviation fuel production progressed in 2025 with the launch of the first EU-based demonstration plant and with around 50 projects awaiting final investment decision. To continue boosting investments, eight Member States launched the eSAF Early Movers Coalition under the Sustainable Transport Investment Plan. As part of this initiative, Germany, Luxembourg and Austria will launch a pilot double-sided auction with over EUR 2.1 billion in funding. The Commission is also undertaking a study to explore the possible establishment of an EU financing mechanism.

Apostolos Tzitzikostas, Commissioner for Sustainable Transport and Tourism, said: “The fact that we have already exceeded the first SAF target under ReFuelEU Aviation is a sign that Europe is moving towards cleaner and more competitive aviation. The European framework is already delivering tangible results helping to increase the production and use of sustainable aviation fuels across the EU. Our priority now is to build on this progress, while continuing to support industry and national authorities through this transition.”
