The European Commission has published a draft implementing regulation adopting reporting templates for methane emissions in the energy sector and launched a 4-week call for feedback on the document.
The Methane Regulation (EU) 2024/1787 sets out requirements for the accurate measurement, quantification, monitoring, reporting and verification of methane emissions in the energy sector in the EU. It also lays down rules on tools ensuring transparency as regards methane emissions. These measures require EU operators and undertakings to submit reports that quantify methane emissions to the competent authorities of the EU country where the asset is located.
This secondary legislation provides the reporting templates required by Articles 12, 16(2) and 18(3) of the Regulation. This takes account of the national inventory reports, which are already in place, and the latest technical guidance documents and reporting templates of the Oil and Gas Methane Partnership (OGMP) 2.0. The overall aim is to establish a coherent, consistent and common reporting system for methane emissions within a secure reporting environment which establishes a single integrated system on methane transparency.
The integration of a dedicated reporting system, developed and maintained by the Commission, into the methane transparency database should simplify and streamline the reporting process for operators, undertakings and EU countries. Stakeholders and citizens are invited to share their input by 6 November 2026. Input from this consultation will feed into the Commission’s preparations for taking the measures forward. The implementing regulation is scheduled for adoption by the end of 2026.
