JASPERS delivers SUMP training courses in Ireland and Greece to boost urban mobility planning

JASPERS, an EIB Advisory initiative, offered free training courses in May equipping local authorities in Dublin and Athens with practical advice for delivering sustainable urban mobility plans (SUMPs).

The EIB through JASPERS, its advisory initiative, recently delivered two SUMP Training courses in Ireland on 7-8 May and in Greece on 19-20 May. Since September 2024, JASPERS, in collaboration with the European Commission Directorate-General for Mobility and Transport (DG MOVE) and Directorate-General for Regional and Urban Policy (DG REGIO), has offered free training courses across EU countries to support the development, implementation and monitoring of Sustainable Urban Mobility Plans (SUMPs).

The SUMP Training course in Dublin, Ireland provided a unique capacity-building opportunity for 37 experts from national and city authorities with an interest in urban mobility planning and SUMPs. Across the two days, trainees received training on the basics of SUMP methodology and practice, including indicators, targets and monitoring. Discussions covered the interface between local and strategic transport, multi-modal scenario building, freight and logistics, and accessibility through SUMP and spatial planning. 

The SUMP Training course in Athens, Greece brought together 25 committed urban transport specialists to exchange knowledge and best practices regarding SUMPs. This training also covered the basics of SUMP methodology and practice, and featured discussions on active modes, micromobility, road safety and street design. Participants also explored SUMPs for small and medium sized cities, discussed citizen and stakeholder engagement and communication, and examined inclusive and accessible mobility.

Delivered either in person or online, the SUMP training programme targets local, regional and national stakeholders, offering practical guidance on the SUMP process and on the development and implementation of urban mobility solutions. Organised with the support of consortium partners TRT Trasporti e Territorio, DTV, TIS, TREDIT, STRATEC, Goudappel and Eurocities, the training consists of two main streams: 

  • SUMP training courses for local authorities, featuring core and elective modules tailored to national and city needs.
  • National SUMP Support Programme (NSSP) workshops for national contact points, focusing on policy, funding, and legislative frameworks. 

These training courses have proven particularly beneficial for local authorities who, under Annex V of the revised TEN-T Regulation, are required to adopt a SUMP by 2027. Participants gained hands-on experience, explored international case studies, and built professional networks, contributing to more effective urban mobility strategies across the EU.
