Brussels — The European Project Agency (EPA) has made public its institutional structure, areas of activity, and its framework for scalable international cooperation.
EPA is positioned as a structured European platform operating in the fields of project development aligned with European Union programmes and policy objectives, strategic advisory services, research, capacity building, and international cooperation. The Agency’s activities are carried out in accordance with the principles of transparency, accountability, and full compliance with applicable regulations.
EPA’s institutional model is based on a governance framework supported by a central structure and thematic and sector-specific expert groups. This model ensures consistency across activities conducted in different countries and sectors, while allowing for expertise-driven flexibility.
International scalability is approached by EPA as a controlled and gradual process. Rather than prioritising rapid expansion or commercial growth, the Agency focuses on structured cooperation, technical support, and knowledge transfer models. Cross-border activities are developed in line with European Union regulations and with due regard for the preservation of institutional integrity.
With regard to franchising and similar models, EPA does not operate a traditional commercial franchise system. The structured use of methodologies, training formats, or institutional frameworks may be considered only and exclusively within the scope of franchising proposals that have been reviewed, deemed appropriate, and approved by duly authorised expert groups. Such approvals are granted on a limited and exceptional basis, with each application assessed individually against legal, ethical, and governance criteria. EPA explicitly emphasises that no automatic rights are granted for the use of its name or institutional formats.
Information sharing and institutional cooperation are possible only with organisations that have completed identity verification, accepted the applicable terms of use, and provided the necessary consents in accordance with the General Data Protection Regulation (GDPR).
In line with this approach, EPA aims to pursue a responsible, sustainable, and institutionally sound development path fully aligned with European Union standards.
