On 3 December 2025, the European Commission published a Call for Evidence for the new EU strategy on combatting trafficking in human beings scheduled for 2026. It aims to strengthen the fight against trafficking in human beings within and beyond EU. This marks a crucial step towards the adoption of a new strategy, addressing one of the most persistent threats to fundamental rights and public security.
Trafficking in human beings remains a complex challenge, with over 10 000 victims officially registered in the EU in 2023, highlighting the need for a comprehensive response. The new strategy will build on past achievements from the 2021-2025 EU strategic framework. It will focus on prevention, victim protection, dismantling criminal networks and enhancing cooperation with international organisations and non-EU countries, while addressing emerging trends and operational challenges. It will encompass a “whole-of-society” approach, engaging all stakeholders including public institutions, civil society organizations and the private sector.
Through this Call for Evidence, the Commission invites stakeholders to provide their input and share their expertise, insights and innovative ideas that will guide the development of the new strategy.
Participants can submit their feedback and input through the “Have your Say” Portal. The collective insights offered will play an instrumental role in shaping an effective, comprehensive policy response for the future.
