The European Commission has today adopted an Implementing Regulation establishing a common set of urban mobility indicators to be applied across the European Union. The Implementing Regulation mandates Member States to collect policy-relevant data on urban mobility – helping cities, Member States and EU institutions to monitor developments on the basis of reliable data.
Adopted under the revised TEN-T Regulation ((EU) 2024/1679), the Implementing Regulation covers key dimensions of urban mobility, including sustainability, safety and accessibility. It sets out the technical and procedural arrangements for data collection and reporting, while giving Member States flexibility to reflect their national, regional and local institutional, legal and financial circumstances.
This adoption marks an important step in strengthening the evidence base for urban mobility policy in the EU. Better data will support better decisions, enabling public authorities at all levels to plan and invest more effectively in sustainable urban transport.
Next steps
The Regulation will enter into force on the twentieth day following its publication in the Official Journal of the European Union. Member States are required to submit the first set of data by the end of 2027, with updates to follow every four years thereafter.
