Third Implementation Dialogue on International Partnerships

In line with the Communication for a Simpler and Faster Europe, which aims to streamline EU rules and improve their implementation, Commissioner Jozef Síkela will host the third Implementation Dialogue on International Partnerships on 12 November 2026.

This session with civil society organisations and local authorities will focus on skills development.

By promoting a 360-degree approach that creates an enabling environment for sustainable and quality EU investments, the EU notably supports partner countries to develop the skilled workforce needed to sustain investment, support local value, create decent jobs, and build up local industries.

Objectives

The Dialogue aims to:

  • review progress made on the 2025 recommendations concerning INTPA simplification, implementation and enforcement, as follow-up to previous dialogues
  • identify simplification measures to facilitate skills development in priority sectors and value chains
  • collect feedback on implementation barriers, possible simplification measures and the local impact of EU investments

Main discussion points

The Dialogue will consider where EU support for education and skills development can bring the greatest added value, including across priority sectors and value chains.

Participants will discuss how partnerships among civil society, local authorities, governments, the private sector, social partners and training providers can be strengthened to ensure that skills development initiatives are better aligned with employment opportunities, labour market needs and local priorities.

The discussion will also cover the conditions needed for effective skills development, including:

  • regulatory frameworks
  • education and skills ecosystems including AI
  • capacity building

Particular attention will be paid to equal access to quality skills development and decent jobs, especially for women, young people, persons with disabilities and marginalised groups, including refugees and indigenous peoples. The Dialogue will also look at how to improve the transparency and inclusiveness of public-private dialogue and partnerships.

A summary of the dialogue’s conclusions will be published on this page shortly after the event.
