The European Investment Bank (EIB) is providing €100 million for Dama Solar, a new large-scale solar power plant being developed by Rezolv Energy in Arad County, western Romania. The total investment is estimated at €728 million.
With a planned peak capacity of around 1.3 gigawatts (GW), Dama Solar will be one of Europe’s largest solar power plants. Once operational, it is expected to produce enough electricity each year to meet the needs of more than 280,000 households – equivalent to close to one million people.
The plant will be connected to Romania’s high-voltage electricity network, allowing the solar power it produces to enter the national grid. By adding a large new source of renewable electricity, the project will help Romania produce more of its own clean energy and strengthen its energy security.
“Europe needs more clean energy, and it needs it at scale. Dama Solar will add a major new source of renewable electricity to Romania’s energy system while bringing investment and jobs to the region,” said EIB Vice-President Ioannis Tsakiris. “It is a good example of how European investment can support energy security, climate action and regional development together.”
The project is located in Arad County, one of Romania’s cohesion regions, where it is expected to create a peak workforce of around 1,500 jobs over the next three years. Construction and related work will also generate additional economic activity in the area.
Dama Solar will combine the solar plant with an 82-hectare area dedicated to nature restoration. Parts of the lower-quality agricultural land will be returned to pasture, with sheep used to manage vegetation. The area will help restore degraded steppe grassland and provide habitat for wildlife and protected bird species.

The project has secured two 15-year Contracts for Difference for 520 MW of its capacity. The balance of the electricity produced by Dama Solar is planned to be supplied to market and to commercial and industrial customers through long-term agreements, giving businesses access to more renewable electricity.
The project supports Romania’s efforts to expand renewable energy, reduce greenhouse gas emissions and strengthen energy security. It is also aligned with the EIB’s priorities for renewable energy, climate action and investment in less-developed regions.
